The White House requested 3 billion more dollars for DHS for the remainder of the year. This is on top of the billions DHS already received for the year. $1.2 billion of this is for Immigration Customs & Enforcement (ICE)–for more immigration detention, to expand the deportation force, and begin hiring thousands of new ICE agents. Another $1.4 billion is for the border wall.
Funding for the federal government runs out on April 28th, so Congress has to make some decisions before then to avoid a government shutdown. However, they’re scheduled to be back in their home districts for recess April 7-24, so we expect preliminary negotiations to happen before then. Pressure now can shape these negotiations, but we’ll also need to keep the pressure on through recess to make sure the funding isn’t approved at the last minute.
It takes 60 votes in the Senate to make a final decision about funding, any cluster of Senators can make the difference here—Republicans who vote against extra money out of fiscal conservatism, or Democrats who vote for extra money because everyone in Congress is used to giving DHS their way. With this, key targets during initial negotiations are Democratic Senate leadership—Chuck Schumer (NY), Patty Murray (WA) and Dick Durbin (IL)
